AUGUSTA, Maine — Gov. John Baldacci will convene a meeting aimed at fostering future collaboration between Maine and Montenegro. The governor will open the meeting Monday in South Portland.

Participants will include U.S. Deputy Assistant Secretary of Defense Celeste Wallander; Montenegro Minister of Defense Boro Vucinic; and Maj. Gen. John Libby, adjutant general of the Maine National Guard.

As part of the National Guard State Partnership Program, Maine and Montenegro hope to build relationships on emergency management issues; military professional development; student exchanges; and the Maine National Guard advising the Montenegrin armed forces.
Montenegro, situated on the Adriatic sea, north of Albania, declared independence from Serbia in 2006.
