Was Bangor wise to hire a local manager?

A year after City Manager Ed Barrett resigned, and after a 10-month-long national search, the city of Bangor hired the town manager of Orono. Was this a good move? Does a local municipal manager bring more relevant skills to the job than, say, a manager from the Midwest?

Will Catherine Conlow be more likely to stay on the job longer than an out-of-state manager who may be merely building his or her resume before leaving? Was

the money spent on a national search wasted?

What will be Ms. Conlow’s biggest challenges as Bangor’s new manager?
