Should the EPA relax environmental laws so bed bugs can be stopped?

Bed bugs, common until the 1950s when they were essentially eradicated, have returned around the nation. Those knowledgeable on the subject say the pesticides that were successful in killing the bugs have been banned by the EPA. Should those laws be

relaxed? Or should money be directed at finding a safe way to kill the critters?
