Weatherizing program on Dover-Foxcroft ballot

DOVER-FOXCROFT, Maine — Residents will be asked on the November ballot to approve an ordinance so the town can participate in the Property Assessed Clean Energy Program, an effort to help owners weatherize their properties.

Efficiency Maine was awarded $30 million from the U.S. Department of Energy to provide loans for home weatherization improvements, according to Dover-Foxcroft Town Manager Jack Clukey.

Clukey, whose recommendation to move forward with the ordinance selectmen approved last week, said Efficiency Maine would administer the funds. A proposed warrant article will be presented to selectmen at their next meeting.

“Our role will be to promote the program and assist in the application process,” Clukey said recently. He said the town could become the service center for the program in the region.

The program allows property owners of all incomes, including commercial, industrial and residential property owners, to borrow up to $15,000 to pay for energy improvements over a period of years. The loan would stay with the property, so any new owner would assume the debt and would be responsible for the payments.
