Should businesses be kept on the hook for environmental disasters?

Two of the five contaminated landfills at the former HoltraChem plant in Orrington may soon be removed, on order of the Board of Environmental Protection. Should this sort of environmental threat have been allowed to linger so long? Should businesses that

manufacture or use toxic substances be required to keep funds available to close and clean their sites, if and when they cease operating?

Or would such regulations hurt the economy? What remedy is there for the situation that has played out over many years in Orrington?
