Should sex offenders have housing restrictions?

Bangor is considering adopting an ordinance that would ban those convicted of sex offenses with children from living within 750 feet of parks whose primary users are children.

Will such an ordinance reduce sex offenses against children? Or will those who want to prey on children still be able to get to playgrounds? Will the housing restriction add stress to the offender’s life, perhaps making it more likely for him to re-offend?
