Portland officials say feds have OK’d flood rule changes

PORTLAND, Maine — Officials say they have reached an agreement with the federal Emergency Management Agency to prevent most of Portland Harbor from being classified as a high-risk flood zone.

Portland planner Penny St. Louis says FEMA will give her a new flood map on Friday.

She tells the Portland Press Herald she plans to discuss the map with property owners before making the details public.

New FEMA flood maps had reclassified most all of Portland Harbor as a high-risk flood zone.

Such a classification would have prohibited new construction on the waterfront and reconstruction of any structure that was more than 50 percent destroyed.
