Russians detained in Dover-Foxcroft

Two Russian citizens were transferred late Monday afternoon from the Penobscot County Jail in Bangor to the Piscataquis County Jail in Dover-Foxcroft.

Piscataquis County Jail personnel on Tuesday identified the two men as Victor Kulikouskly and Arkady Lyashchenko, both 23 years old.

According to regional spokesman Harold Ort of U.S. Immigration and Customs Enforcement, the two men are “illegally present” in the United States but are not being detained on criminal charges. They have been ordered to appear before ICE officials in Bangor, he said.

Federal agents picked up the men after local law enforcement officials requested help in identifying them, Ort said. He would not disclose when or where the two Russians were detained or how they drew the attention of local officials.

Citing privacy issues, Ort said that ICE, an agency of the federal Department of Homeland Security, would not release further information about the detainees.
