Should a judge keep a Swan’s Island convict from returning to the community?

Many residents of Swan’s Island, off the coast of Mount Desert Island, fear the return of a resident who is now serving time in jail. The man, they say, threatened and victimized residents of the small community. The nature of island living, they say, with limited law enforcement, should lead authorities to ban him from returning. His supporters say the

man should be able to pursue a living on the island again so he can support his family. If you could be the judge in this matter, how would you rule? Is island life different enough from mainland life that banning him from returning could be justified?
