Should the federal government enact stricter safety standards in coal mines?

Though businesses complain about the intrusion and cost of regulations, some are saying 29 West Virginia coal miners died because regulations weren’t strict enough. Is the federal gov-ernment doing enough oversight? Are the private companies to blame?
