Though businesses complain about the intrusion and cost of regulations, some are saying 29 West Virginia coal miners died because regulations weren’t strict enough. Is the federal gov-ernment doing enough oversight? Are the private companies to blame? Or is the work inher-ently dangerous, and even the best rules and regulations bound to fail to protect workers?
