Will Congressional health care votes be seen by the electorate as litmus tests?

Republicans and others opposed to the sweeping health care bill believe they have an

issue around which they can rally opposition to Democratic candidates and incumbents.

Will voters oppose Democrats (like Reps. Mike Michaud and Chellie Pingree) who voted

for the bill? Or will they not put as much stock in the vote by November, just as many

liberal voters failed to hold the vote to invade Iraq against Republican officials (Sen.

Susan Collins, for example)? Or will some other issue become more important to voters?
