Newburgh voter fraud suspect indicted

BANGOR, Maine – A Newburgh man was indicted Wednesday by the Penobscot County grand jury on charges of voter fraud.

Delmer Terrill, 65, was indicted for allegedly voting twice in the Nov. 3, 2009, election and making a false statement or false oath the same day.

It may be the first time a person has been charged with voting more than once in an election since the 1970s, according to the Maine Attorney General’s Office.

Terrill registered on Election Day and voted in his hometown of Newburgh, Assistant Attorney General Leanne Robbins said Wednesday. He also allegedly went to Dixmont, registered and voted in that town.

Because Terrill did not offer any proof of address in Dixmont, he signed an oath falsely stating that he lived there when he registered to vote, according to Robbins.

Computer software in the Maine Secretary of State’s Office, she said, uncovered the information that led to the charges against Terrill. The software was installed after Congress passed laws meant to prevent and uncover voter fraud as a result of ballot problems coming to light in Florida and Ohio in the 2000 presidential election.

If convicted, Terrill faces up to five years in prison and a fine of up to $5,000 on the charge of voting twice and up to a year in prison and a fine of up to $2,000 on the charge of making a false statement .

Terrill is expected to be arraigned March 17 at the Penobscot Judicial Center in Bangor.
