Economists are predicting unemployment rates will hover at 9 percent for as long as two years. Should the federal government step in to stimulate job creation? Is that sort of spending OK, given concerns about the deficit? Specifically, what should be the focus of any spending? Should small businesses get tax credits for hiring unemployed people? Or should the government fund on-the-job training programs? Or should market forces be allowed work?
