Anthem Blue Cross and Blue Shield of Maine has sought 22.9 percent average price hikes on two coverage plans, citing a pool of enrollees that is drawing costly benefits. Should Anthem cut its operational costs, and eliminate some jobs through attrition? Or is the rate hike justified, because – Anthem claims – it is paying out $1.04 for every $1 in premiums?
