INVITATION TO BID Notice is hereby given that the City of Brewer, Maine, herein referred to as Owner, will receive sealed Bids for construction to consolidate landfill waste at the City’s existing landfill located on the Wiswell Road in Brewer, Maine in accordance with the Invitation to Bid, Bid Form, Agreement, General Conditions, Supplementary Conditions, Specifications, and Drawings. Bids will be received by the City of Brewer, City Clerk’s Office, 80 North Main Street, Brewer, ME 04412 until 2:00 PM, November 6, 2009, and then privately opened. A non-mandatory Pre-Bid meeting is scheduled for 1:00 PM, Thursday, October 29, 2009 at the Landfill site located at 403 Elm Street, Brewer, Maine. The Pre-Bid meeting will include a site walk and provide contractors with the opportunity to ask questions concerning the scope of work being requested. The Contract Documents may be examined at: CES, Inc., 465 South Main Street, Brewer, Maine 04412 Copies of the Project Drawings and Contract Documents may be obtained at CES, Inc. located at 465 South Main Street, P.O. Box 639, Brewer, Maine, 04412 on or after October 28, 2009. There is a non-refundable payment of $150.00 for each set. This work includes, but is not limited to, excavation and relocation of fill and solid waste within the site confines, rough grading, compaction of relocated waste and cover material on the landfill, filling and regrading areas where waste has been previously excavated, ditching, quality control, materials testing, erosion control measures, and other applicable work. Bid security in the amount of five percent of the Total Bid must be submitted as part of the bid. The Bid Security may be either a proposal guarantee bond executed by a surety company authorized to do business in the State of Maine or a certified check drawn upon a bank within the State of Maine. Bids submitted without Bid Security will not be considered. The successful Bidder shall perform the work and furnish a Performance and Payment Bond, each in the amount of 100% of the contract price with a corporate surety authorized to do business in the State of Maine and approved by the Owner. The Contractor shall guarantee all materials and equipment furnished and work performed for a period of one year from the date of final acceptance. The Performance Bond shall remain in full force and in effect through the guarantee period. The City of Brewer reserves the right to reject any or all Bids or to accept any Bid that it may deem to be in its best interests, as Owner, to accept.
