Who pays the bill?

Two ballot questions – TABOR II in Question 4, and the excise tax reduction in Question 2 – would, if approved, push state and local governments to cut spending. If this is achieved, the two measures also likely would cause at least some shift in the tax burden. Regardless of the cost of government, how should the burden be distributed? Should it be

more closely tied to income? Should business be asked to carry more of the weight? Should it be linked to spending, as in the sales tax? Which group is paying too much and which too little?
