Is it too easy to get on the referendum ballot?

Five of the seven questions on Tuesday’s state ballot were put there by citizen petitions. Is it too easy to get such questions before voters? Has the pendulum swung too far away from allowing our representative form of government make decisions? Should the petition threshold be raised from 10 percent of voters in the last gubernatorial election to 15 percent or 20 percent? Or is our citizen referendum process a model for engaged involvement in the process, a workable means for a more democratic decision making?
