Is a ticket quota appropriate?

Bangor Police Chief Ron Gastia recently wrote a memo to his force initiating a quota for parking tickets. Officers were originally required to write 10 parking tickets a month. It has now been dropped to five. Is this an efficient use of police time? Is there a better way to go after people who park too long downtown or park where it is illegal? Do you know what an esplanade is? Does enforcing a ban against parking on one show that the quota has gone too far?
