Swanville man arrested in sex abuse case

SWANVILLE, Maine — A local man has been arrested on a charge of unlawful sexual contact in a case involving a 4-year-old girl.

Scott Brian Ritter, 21, was arraigned on the charge Tuesday in 5th District Court in Belfast where bail was set at $10,000 cash or $75,000 real estate surety.

Unable to make bail, Ritter was taken to Two Bridges Regional Correction Center in Wiscasset after his appearance.

According to an affidavit filed with the case by Waldo County Sheriff’s Detective Merl Reed, Ritter was arrested after admitting his actions during an interview conducted Friday, Sept. 11.

Reed stated that he went to a Swanville residence to meet with the girl and her mother earlier that day to investigate the incident. Reed said the woman informed him that her daughter told her Ritter had touched her “pee-pee.” Reed said the girl told him the same thing when he questioned her about what happened.

Reed said he then went to Ritter’s residence and when he explained why he was there Ritter “blurted out that he did not touch her.”

Reed said that when he later spoke with Ritter at the sheriff’s office, Ritter claimed he only tickled the girl. Later in the interview, however, Ritter admitted penetrating the girl with his finger. Ritter also admitted having exposed himself to a 5-year-old boy and having him touch his penis on an earlier occasion. At that point Reed placed Ritter under arrest.

The case remains under investigation.
