Should Bangor police be stricter and write more speeding tickets?

Residential neighborhoods in Bangor, and other Maine communities, that serve as shortcuts for drivers accessing highways or commercial districts often suffer with speeders, putting their children and pets at risk. Should police devote more resources to

enforcement, and write more tickets? Should the city invest in traffic calming infrastructure, such as islands, curbing and plantings? What about speed bumps? Or should parents just keep their kids off the streets?
