Is renovating Bangor’s federal building worth $53 million?

A large chunk of Maine’s share of the federal stimulus funding – $53 million – is being dedicated to renovating Bangor’s federal building. Is this a good use of the money? Should a new building be constructed instead? Can costs be reined-in? Is it too late to

spread that money around to other projects, such as a new Bangor Auditorium and Civic Center? Or is this the nature of pork barrel spending? Who will benefit if this money is spent in Bangor?
