Sex offender now facing drug charges

HOULTON, Maine — A local man was charged with trafficking in drugs Wednesday afternoon after a search was conducted at his home while he was in jail on an unrelated charge.

Charles “Frank” Dorr, 31, was charged with trafficking in Schedule Z and Schedule W drugs, Police Chief Butch Asselin said Wednesday evening. The drugs involved are marijuana and prescription narcotics.

Asselin said the Maine Drug Enforcement Agency and the Houlton Police Department have been investigating Dorr’s activities for several weeks. Asselin said undercover agents have purchased drugs from Dorr at his Kelleran Street home.

Dorr was jailed on unspecified but unrelated charges earlier in the week and remains at Aroostook County Jail. Asselin said Dorr’s incarceration “accelerated the drug investigation.”

Information on what Dorr was arrested for earlier was not available Wednesday evening.

The chief said MDEA agents obtained a search warrant for Dorr’s home on Wednesday. The search was executed by the agents and Houlton officers. Asselin said the warrant was obtained “primarily to search for records of previous drug trafficking by Dorr.”

He added that a number of items, including a personal computer, were taken as evidence and will be analyzed over the coming days.

Dorr became a registered sex offender after he was convicted of unlawful sexual contact in Aroostook County Superior Court in 2005.

Dorr was charged for his role in a sexual threesome with his wife at the time, Felisha Dorr, and a teenage girl.

Charles Dorr testified against Felisha Dorr, who was convicted in 2005 of gross sexual assault after a jury trial in Superior Court.

The teenage victim, who was 17 at the time of the trial, testified that she and her then 13-year-old sister were related to Charles Dorr, and that they briefly moved in with the couple after conflicts with their stepmother.

The teen said she drank alcohol and smoked marijuana with the Dorrs.

Charles Dorr admitted he had engaged in a sexual threesome with the teen and his wife.

Information about bail on the latest charges was not available Wednesday evening.
