AUGUSTA, Maine — Gov. John Baldacci has signed a $5.8 billion state budget, which he described as “hard” but “responsible.”

The Democratic governor Thursday afternoon signed the spending package as leaders of both parties and members of the Appropriations Committee looked on. The budget won final approval by overwhelming legislative majorities on Wednesday.

Baldacci praised lawmakers’ willingness to work together during a difficult process. He said the budget cuts services many Mainers have come to expect. But he said it also makes structural changes that will help state government to operate within its means in the future.

Baldacci said the budget protects Maine’s most vulnerable citizens.

The budget covers the fiscal years starting July 1, plus the remainder of 2009.
