BANGOR, Maine — A Holden man who was arrested recently on his 10th drunken driving charge and 11th operating after revocation charge was among 49 people indicted Monday by a Penobscot County grand jury.

If convicted, Stephen F. Faulcon, 50, could face a mandatory five-year prison sentence under a state statute known as Tina’s Law, which targets repeat motor vehicle offenders.

“He’s had more serious driving violations than anyone I’ve dealt with,” Penobscot County Deputy District Attorney Michael Roberts said Monday.

In addition to his new charges, Faulcon also faces 4½ years in prison for violating his probation related to multiple convictions in 2005. According to previously published reports, Faulcon has been convicted more than 50 times since 1977 for various motor vehicle violations.

“Mr. Faulcon is playing Russian roulette with the public every time he drives drunk,” Roberts said during the 2005 sentence hearing before recommending a straight 10-year sentence.

Several others testified, however, that Faulcon had changed his life dramatically after suffering what his attorney called a horrific childhood. The judge decided to suspend roughly half of that sentence and allowed Faulcon to receive credit for time he already had served.

Shortly after his release earlier this year, police picked up Faulcon again.

“He had convinced [the court] last time around that he had made progress with his substance abuse programs,” Roberts said. “Evidently, that hasn’t continued.”
