Two bills proposed in the Legislature would require motorcyclists to wear helmets; one
bill would require all riders to don headgear, the other would apply to drivers under 18.
The argument in favor is that head injuries are very costly, and drive health insurance
costs for all of society. Requiring helmets would, like mandatory seat belt laws, reduce
the severity of injuries. The argument against such measures is that helmets are a personal
choice, and some bikers say helmets can make operating a motorcycle more dangerous, as
they reduce visibility.
