Gov. Baldacci has proposed a $306 million bond package. Lawmakers are eyeing another $1 billion in borrowing. Is this a good idea during a recession? Will the government spending help stimulate the economy and create jobs? Is the money — much of it for transportation in-frastructure, research and development and land conservation — for the right things? Are there other areas that should be funded?
