Should alcohol be more strictly policed on college campuses?

Following the alcohol-related tragic death of a University of Maine student last week, should college campuses crack down more strongly on under-age drinking? Should a more formal peer monitoring program be established so students can look out for each other? Or should the drinking age be lowered, and more responsible use of alcohol be encouraged at a younger age? Do college students understand the hazards of alcohol poisoning, and other health threats?
