Two developers eye Lincoln for 18 housing lots

LINCOLN, Maine — A bottoming national housing economy hasn’t put much of a dent in the demand for lakefront property in Lincoln.

Or in town, for that matter.

Two developers, Edwards Brothers and the team of Phil Andrews and Brian Souers, have separate plans to develop 18 housing lots on Mattanawcook Lake and off Evergreen Drive, town officials said.

The planning board voted unanimously Monday to issue final subdivision approval to the Edwards’ Pond Lane Estates and gave preliminary subdivision approval to the Tuttle Woods subdivision of Andrews and Souers. No final approval or construction dates have been set.

Given that the four Pond Lane plots are between 4.4 acres and 6.6 acres each, with two of the lots fronting the lake, they could eventually contain some fairly high-end housing, town Zoning Enforcement Officer Jerry Davis said.

Tuttle Woods’ 14 lots, being on 1.1-acre to 2.6-acre parcels within 26.67 acres east of Evergreen, also portend some affluence, he said.

“The understanding is that they will make a road [to the subdivision] that will conform to town standards on the hope that the town will eventually take it over,” Davis said. “That’s not saying that the town will.”

The preliminary Tuttle plan also features walking paths to Ella P. Burr School and Mattanawcook Academy, Davis said.

The board still needs a copy of that development’s septic plans, a Maine Department of Transportation-certified entrance permit and verification that the town is not responsible for road maintenance, among other things before the board will vote on whether to approve the subdivision. That vote will be set for next month.

The 18 lots are about average for what Lincoln gets requests for during winter months, said Ruth Birtz, the town’s economic development director. Most developers square away plans in winter to commence building in the spring.

The board also voted to approve a new business permit for Evergreen Enterprises LLC, which moved to 118 Main St. and for Lloyds Store at 663 West Broadway, which has a new owner, meeting minutes show.

A proposal to build a helipad at Penobscot Valley Hospital was tabled as board members continue to wait for information on the project from the Federal Aviation Administration.
