Should state employees pay more for health insurance?

At the present, single state employees bear no portion of the cost of health insurance. The governor is calling for single state employees making $50,000 or more to contribute 5 percent to the cost of their health insurance, and those earning $90,000 or more to pay for 10 percent of the cost. Should they have to pay more? Or is this unfair?
